Can I keep my HDB and buy a second property?
Yes, you can keep your HDB flat and buy a second property, but only after completing your Minimum Occupation Period (MOP) — 5 years for standard flats, 10 years for Plus and Prime flats. Once MOP is met, buying a second residential property as a Singapore Citizen attracts 20% Additional Buyer's Stamp Duty (ABSD).
The full rules
Keeping your HDB and buying a second property
Two separate rules apply: the Minimum Occupation Period (MOP) on your flat, and the Additional Buyer's Stamp Duty (ABSD) on your next purchase.
1. MOP — when you're allowed to buy
You must complete your MOP before you can own a second (private) property while keeping your HDB flat.
| Flat type | MOP | Extra conditions |
| Standard flats | 5 years | — |
| Plus & Prime flats | 10 years | No whole-flat rental at any time; subsidy clawback on first resale |
Plus and Prime flats fall under the New Flat Classification Framework (from Oct 2024 BTO exercises; PLH flats from 2021).
2. ABSD — what your second property costs
When you buy a second residential property (while keeping the first), ABSD applies on top of Buyer's Stamp Duty, based on your profile:
| Profile | 1st property | 2nd property | 3rd+ property |
| Singapore Citizen | 0% | 20% | 30% |
| Permanent Resident | 5% | 30% | 35% |
| Foreigner | 60% | 60% | 60% |
| Entity | 65% | 65% | 65% |
FTA note: Nationals of the USA, and nationals/PRs of Switzerland, Iceland, Liechtenstein and Norway are treated as Singapore Citizens for ABSD purposes.
Worked example
Worked example
Situation: A Singapore Citizen bought a standard BTO flat and has lived in it for 6 years, so the 5-year MOP is complete. They want to keep the flat and buy a private condominium priced at $1,500,000.
ABSD on the second property (Citizen, 2nd property = 20%):
| Item | Amount |
| Purchase price | $1,500,000 |
| ABSD rate (Citizen, 2nd property) | 20% |
| ABSD payable | $300,000 |
This $300,000 is the Additional Buyer's Stamp Duty alone. Buyer's Stamp Duty is charged separately and is not covered in the data provided here.
What this means for you
Standard BTO owner, 6 years in
Your 5-year MOP is done, so you may keep the flat and buy a second property. As a Citizen, expect 20% ABSD on the next purchase.
Plus or Prime flat owner
Your MOP is 10 years, not 5. You also cannot rent out the whole flat at any time, and a subsidy clawback applies on first resale. You cannot buy a second property while keeping the flat until 10 years are complete.
Permanent Resident buying a second property
Once your MOP is met, buying a second property as a PR attracts 30% ABSD (versus 5% on a first property).
