How much ABSD does a PR pay on a second property?
A Singapore Permanent Resident pays 30% ABSD on the purchase of a second residential property, as of the rates effective 27 April 2023. This is on top of the standard Buyer's Stamp Duty. The rate applies to the property's purchase price or market value, whichever is higher. A PR's first property is taxed at 5% ABSD.

Free Trade Agreement exception
Nationals of the USA, and nationals/PRs of Switzerland, Iceland, Liechtenstein and Norway are treated as Singapore Citizens for ABSD purposes.

Worked Example: PR buying a second property
A Permanent Resident already owns one home and buys a second residential property priced at $1,500,000.
